William Bailey, Lead Training Specialist/SME
Bill Bailey is a Lead Training Specialists and Subject Matter Expert for Public Safety Specialists. He is responsible for course preparation, development and training delivery to PSS clients and Bracken Engineering, Inc. staff.
Bill has more than 30 years of progressive training, experience and practice in the public safety sector. He has been an instructor with the Hillsborough County School Board (Leary Vo-Tech) since 1989, and has been involved in course development and instruction in all phases of fire rescue and special operations. Prior to joining Bracken Engineering Inc., Bill served for nearly 33 years in numerous public safety roles with Hillsborough County Fire Rescue, FL. Notable roles include: Captain (1990-2001) Battalion Chief (2001-2006), Division Chief Special Operations (2006-2010), Shift Commander (2010-2012), Interim Deputy Chief-Operations during the RNC (2012), Shift Commander (2013-2016).
Bill became the HazMat Coordinator in July of 1999 and served in that capacity until January of 2003. In the time he was assigned to the program, and as coordinator, he was involved in the development of many programs which include air monitoring, decontamination, sick building policies, personal protective equipment purchases, medical monitoring, training, general program response protocols and equipment purchases. Bill has also been involved with Florida Task Force 3 (Urban Search and Rescue Team) since 1998. His initial participation was as a HazMat Specialist, but after Hurricane Charley in August of 2004 his role was increased to Task Force Leader. Bill’s extensive special operations training and experience has included involvement with OSHA standards associated with the general and construction industries. It has also allowed him to see the impact of the improper application of the standards.
